But does it fix the stupid problems with external keyboards on the iPad? If you use cmd-tab to switch between apps, the cmd key stays stuck on, which has some really nasty side effects depending on which app you switch to.

Anything about fixing the wireless charging issue on qi-certified charging pads that worked with the iPhoneX/XS but don't work with the 11 Pro?
 
Downloaded and ... trying to install. The phone restarted as normal during an update, but now it's just the Apple logo with the spinning-wheel progress indicator below it. That's been all for about 15 minutes. Suggestions? Wait it out? Power-button reset?

I’m having issues with my iPhone connecting to CarPlay via lightening cable.

anyone else having this issue? No matter what troubleshooting I do, my phone just will not connect since iOS 13.

Apple today released iOS 13.1.3 and iPadOS 13.1.3, minor updates to the iOS 13.1.2 software that was released two weeks ago. This is the fourth update to the iOS 13 operating system that came out in September.

The iOS and iPadOS 13.1.3 updates are available on all eligible devices over-the-air in the Settings app. To access the updates, go to Settings > General > Software Update.

I hope it fixes the bug where when I ask Siri "What's my day look like today?" it says "You must unlock your iPhone first". Great, so I have to go across the room, unlock my iPhone and ask again when I am now holding the phone in my hand and can just look at my calendar? This used to work before iOS 13 and I could ask from across the room or while driving.
 
None of the bugs I've reported are fixed in this release.

This is what's irritating: a fix for Game Center performance (which I'm pretty sure was removed in iOS 10 or 11 anyway), but no fix for...
  • Buggy Mail app behavior for non-meeting messages
  • HomeKit cameras still not streaming to Apple Watch and erroring out
  • Apple Watch app updates not installing (spinning forever)
  • Swiping away SMS/iMessage notifications no longer marks messages as read
  • When asking Siri to perform a Home Control action while locked results in "First you'll have to set up a passcode on your iPhone" even when one is already configured.
A watchOS 6.0.2 is desperately needed, but I guarantee they'll make us wait for 6.1 that will come...who knows when?

I hard-reset the phone while it was in that state (Vol Up -> Vol Down -> hold Power). That worked... it fully reset back to iOS 13.1.2, and now shows the update as ready to download and install again. Nervous to try it again!

I would just try it again. Or try to update with iTunes. Hard Reset worked one time, so why it shouldn't work a second time?

If past few weeks are anything to go by, we may start seeing update fatigue. Probably a good plug for the automatic installs, but I prefer to wait and see with the bugs crawling out of these releases lately

It doesn't.
 
Health bug, displaying manually entered stationary bike ride as 14 miles is still being displayed as 13.9 ... reported this ~ 2 weeks ago. Not critical, just dumb
 
After pressing up volume, down volume, and holding the side button, my phone is back but it now says "Unable to Install Update" any time I try to retry the installation.

My iPhone 11 Pro Max is stuck on the Apple logo with a spinning circle below it after verifying the update with Apple...It has been 30 minutes.
