Apple today released iOS 13.1.3 and iPadOS 13.1.3, minor updates to the iOS 13.1.2 software that was released two weeks ago. This is the fourth update to the iOS 13 operating system that came out in September.
The iOS and iPadOS 13.1.3 updates are available on all eligible devices over-the-air in the Settings app. To access the updates, go to Settings > General > Software Update.

too bad it did absolutely nothing to fix the “start bug” where as if you shut phone off it can be started by just pushing side button.
It can’t at least not by pushing in and waiting 6 seconds or so as I always had.
I now have to push button and hold long time and or multiple times or plug in to charger to get a start.
Just insane as it’s not just 11 Pro Max like mine but XS and others too.
