I believe the best way to go about that is to download the iOS 13.1 beta profile from the dev portal on your iPhone 11 (Pro/Plus). I read that somewhere today.
This does not work for the PUBLIC beta. That was the topic of the original post where you said this is possible. It is not possible for the PUBLIC beta. I have tried. And tried. And tried.
 
You can “update” in place from 13.1 to 13. I also did it by downloading the IPSW for my XR and then option clicking in iTunes. I’m running Mojave on my Mac. Worked as if I was updating to newer release of iOS. The only hiccup that I noticed is that all my photos that were stored in iCloud Photos library had to be reupdated in the photos app on my phone, so initially it said I only had 300 photos and videos vs. the 15,xxx I had in iCloud. But nothing was lost and everything works great and I won’t have to worry about setting up my 11 tomorrow with 13.1 beta before I can restore which is all I really cared about.

Seriously? Give up on this. There is no restoring. Somehow Apple is letting people downgrade via iTunes. They’ve never allowed this before but they are now. It is real, and there is no backup/restore involved.

You give up. If your not having a problem...what do you care? Public beta testers are wondering how they are going to set up their new iPhones if they are on iOS 13.1, and cannot update the new phone to 13.1.
 
So far so good, my 11 Pro is transferring everything from the ancient XS. Any idea how this thing works? My XS has jumped off my office WiFi network (or so it says) so I'm assuming maybe it uses a combo of Bluetooth & device-to-device WiFi?
Was your old phone running 13.1 beta?

I’m not sure why it didn’t work for you but I had no problem. Maybe your version of MacOS? I dunno. Maybe everything is the same for you. What I do know is that everything you are adamantly saying is impossible is actually possible and has been proven by several of us so... please... GIVE. IT.UP.

Where did you download the ipsw file from?

Cant comment on others success or not here, but I managed to do a manual “upgrade” of my 6s that was on the public 13.1 b4 to the GM 13.0 without have to do a full restore of my phone.

The only thing I had to do first was update my Mac onto a beta of Catalina but that was pretty straightforward.

I just upgraded an iPhone 11 Pro to 13.1 beta 4 PUBLIC. No issues.
This worked for me too. Public Beta 13.1 to iPhone 11 Pro, in the Apple Store.

None of the techs at the table knew about this, but they had no issue with this approach.

Lol...you posted the same thing right when I did. Anyways, I do hope the live wallpapers return when the GM for 13.1 drops.

Nice. Well then this is likely a purposeful omission and we can expect them back on 24th.
 
I have iOS 13.1 (17A5844b) running on my iPhone 11 Pro (set up as new phone to install the profile and then reset and restore from iCloud backup) but I don't seem to have the new iPhone 11 wallpapers, has anyone else encountered this?
