Not quite. They are usually posted when the update is actually released.
 
I just realized iPadOS 13.0 isn't coming until Sept 30th, when iOS 13.1 is coming out. Please Apple, I liked the idea of the iPads getting their own OS, but don't start fragmenting, like Android.

The very idea of a separate version of the OS is already fragmentation.
