Need iOS 13 to transfer files to new phone tomorrow.
i'm gonna sleep. lols. still not available in itunes. I only update via itunes since it flushes out all cache files in the phone as well.
Restore and file transfer are not the same. File transfer is the feature where both phones are close by and the new phone recognizes the old and transfers the data. They must be on the same OS.Why? Old phone has 12.something, new phone has 13.something, backups are always restorable to a LATER version. Just not an earlier one.

It could simply be that they feel 13.1 is in a good enough shape that it's pretty much ready to go and there isn't much of a need to wait for the sake of waiting essentially.I’m pretty sure the lock screen bypass bug is the reason. They likely wouldn’t have even released iOS 13 if not for the iPhone 11.
