Done the same for me initially. I clicked download only, and it said the resource could not be found, tried to check for updates again and it said 5.1.1 was most recent. Kept clicking check for update and it finally downloaded.

Protip: use iTunes instead of OTA, currently downloading through iTunes while both my iPad and iPhone say there is no new update...
