My iTunes doesn't have the download (still says 6.1.3), but the update is available on software update on the device. Check your device software update if iTunes is not showing it for you.

Also, when is the jailbreak coming out?

I'm in CA and I'm downloading. This is false information. It's available now via the device update, not iTunes.
