Did a "reset network settings" on my phone, and when it came back up I was prompted to confirm I wanted my other devices to use my phone as an SMS relay. Not seen that before.

So dumb question. But I thought the icloud drive was going to be like a preinstalled app that was basically a file manager in the cloud similar to Google Drive or Dropbox. Is that not the case?

Yes, white screen, black logo, progress bar at about 99%. And the phone is getting hot...
Almost certainly not the final beta. The Swift language and its interoperability with APIs (Cocoa, Sprite Kit, etc.) still have a TON of issues, including some fairly major ones (and this is including the changes in this beta). They are making some progress, but there will be a few more betas, at least IMO.

No, iCloud drive isn't an App. All of your existing documents in iCloud will move in to app folders in iCloud drive (e.g. ICD/Pages/mydoc.pages).
The difference is that you will be able to save files anywhere in iCloud drive; not just in a specific app folder. Apps can access files in any iCloud drive folder; not just their own app folders. So basically it does work like Dropbox, but it's built-in and there's no central Finder/explorer management app. You just see an iCloud drive panel when you want to open a file, and you can select anything using that panel.
I'm not sure about saving - I suppose it's up to the App to decide whether to put it in an app folder or to give you a save panel where you can create directories, etc.
