there's a huge list of what's new in ota update.

I'm not saying the info wasn't available, I'm saying that I've been hearing about the new features but none of them have made enough of an impression to actually remember any of them. Looking at them now, it still seems like most of them won't make a difference to me based on the combination of hardware I have.

Same message I'm getting. Each time I tried OTA got download failed message so have tried via USB/iTunes but it's not happening yet.

Anybody else getting "7.1.2 is the latest iOS" and "Update server cannot be connected"?

Got unable to check for update error on iPad Air with beta and iPhone 4S with ios 7.

I changed DNS to 8.8.8.8 and 8.8.4.4 and the iPhone found the Update (920MB) but still cant download it , since I am in a agree terms loop getting errors.

iPad shows the same unable to check error.

If I have a backup from this morning, is it safe to delete all my photos to make room for an OTA update? Should I just wait to get back to my Mac?

It should be, irregardless if the backup is iCloud or via iTunes (assuming you didn't turn off backing up the Photos).
