Are you sure? I would suggest you check if you can rollback IOS 6 before you tried - IOS 9 on 4s runs very slow (not surprising)

The settings bug is still there but multitasking seems much smoother on my 6 Plus.
I really like having all my news in one app but this app loads so slow it makes me not want to use itFingers crossed the News app puts in an appearance...although not mentioned anywhere...
