I kept trying and it just started downloading for me. Took about 5-6 different fails to get it to go through.

Maybe the bug in watchOS 2 was also in iOS 9, but Apple was able to patch iOS in time for release.

I was downloading iOS 9 with about 4 minutes remaining and it gave me the "Software Update Failed" message. Subsequent attempts to download iOS 9 again have resulted in that error popping up immediately after I agree to the terms.
