So...I'm thinking it's a firewall or security mechanism blocking people now....I just VPN'd to an Australian connection and I can now download the installer via the Software Update mechanism.

Without the vpn connection, my other mac can't see the update....same error as everyone else.

Glad I'm not the "gotta feel smug on the internet by telling people how much better I am than them" type of person.

Gee, you actually sound ungrateful that this exemplary human being took time out of his busy, busy day to not only inform everyone else how little he cares, and but also to boldly shine a much-needed light on just how frivolous are people on a forum for a shared interest who deign to share their frustration with a common problem.

It's suddenly downloading fine on all 3 of my Macs here in the UK - no VPN or clearing caches - I just clicked the button again - expecting the same error - and it's downloading :)

You must to disable csrutil doing that:
restart in recovery mode (press cmd + R on boot)
go to the Utility/Terminal
Run: csrutil disable

Reboot again and try do delete files.

Disclaimer: I've done the same above and got no success =/
Yeah I did that and in fact removed all the stuff under /Library/Updates. Then the update badge on System Prefs was gone. So I checked for a system update, and behold. I got the error again immediately. And those same files and directory are back. I give up.

They are blocking people by region, you'll need to wait until Apple unblocks your location.

Right. But maybe try to grasp the important fact that just because you are not experiencing a problem does not mean that it is actually resolved for everyone else. (Because, by the fact that I am still getting "Installation Error" indicates that it's patently not.)

Your unhelpful response is terribly similar to that of the bizarre collection of volunteers who orbit the near-useless discussions.apple.com "support communities", all who seem to compete with each other over whom can be the quickest to respond to any and all valid, specific questions from Apple customers with the most obtuse, dismissive response suggesting that "I don't experience that problem, so you're just doing it wrong", a conclusion then "supported" with the customary link to some Apple knowledge base article that might share tangentially share some common keyword with the original posters question but otherwise doesn't even remotely address the stated problem. Because hey, what problem?

I downloaded it installed it apple documentation states build 20b29 rc2 was 20b28 after installation still shows as 20b28 so problem is same build.

Same, I initially thought I'm getting insane, now everything is clear.

Even though I downloaded the full installer from the App Store this afternoon and installed it, I'm now see a 2.21 GB delta update in Software Update. I'm assuming that will be the 20B29.

It's all very odd.

Yup. Seeing the same thing... or, at least, whether they're actively blocking us or not, I'm still getting the ol' "Installation Failed."

Prolly because Apple hates 🇺🇸.
They are probably just doing this to roll out by specific region and avoid overloading the servers again. It's just a quick way to have some controls.

But i'm still surprised the in 2020, Apple didn't anticipate the demand and couldn't prepare properly for this release..
