Well, I didn't do anything special. Just downloaded from App Store as usual. If all you get is a small installer, try using a VPN and set it to some other country. Or, as others have suggested, try using those scripts.

I succeeded without doing anything special besides trying again. There was no installer to delete from my /Applications folder. The VPN from another country is a clever suggestion, but I did not need to try it.

I've noticed too lately, with most iOS updates in several devices in our home, that you have to drill down into the General updates thing a few times if the updates don't automatically show up (which they haven't been as much for me). Eventually, it somehow decides, 'hey, time to refresh this web-cached page' or something like that. In fact, more and more aspects of iOS (and macOS for that matter) seem to be that way.
