NO ONES internet has failed. EVERY other app INCLUDING app store recognizes an internet connection. It is the UPDATE that is broken!
That is probably a generic message for when it can't verify the update. It also is probably not true that the update is broken. Likely cause is there is infra on Apples side that has failed.
 
mine is downloaded but it won't verify. Should I just keep downloaded I'm worried it will mess up my phone

The update just completed on my iPhone 11.
 
Same on iPhone 13 - tried periodically over the last 1.5 hours. Tried wifi on, off, vpn'd, other wifi networks - same

Updated my MBA about 45 min ago, but unfortunately, it was the 13.3.1 update, w/o the rapid response 🙃

I'm going to one-up myself. Gave my phone a reboot, went to install (was already downloaded) the update and it ACTED LIKE it crashed my iPhone. But it booted and gave indication the Rapid Response update was installed. So, that was an intense 42 seconds 🤪
 
On another note, the Ventura 13.3.1 (a) build number, 22E772610a, is about the wildest looking build number I've ever seen on a macOS release. Has there ever been a longer one?
