That is probably a generic message for when it can't verify the update. It also is probably not true that the update is broken. Likely cause is there is infra on Apples side that has failed.

Rolling out over 48 hours is rapid? Let's call it semi-rapid or "rapidish" response.
Why don't you cool your jets, come out here to NYC and try Spectrum and see if anyone's internet has failed before you blanket statement my experiences.
The one time I try a rapid response update and it fails, next time I’ll wait for the full update.
mine is downloaded but it won't verify. Should I just keep downloaded I'm worried it will mess up my phone

Pressed install and the phone rebooted instantly this time, looks like Apple fixed their internet 😄
Despite the issues others seem to be having, after it took the usual forever verifying, the actual reboot was done in less than a minute.
Seems like all of our internet connections are back up! Huzzah!!!

I'm going to one-up myself. Gave my phone a reboot, went to install (was already downloaded) the update and it ACTED LIKE it crashed my iPhone. But it booted and gave indication the Rapid Response update was installed. So, that was an intense 42 seconds 🤪
On another note, the Ventura 13.3.1 (a) build number, 22E772610a, is about the wildest looking build number I've ever seen on a macOS release. Has there ever been a longer one?
