The error is not that the internet isn't working, but that there's an error with Apple's update signing server (TSS; you can read more about it here and here.) In this specific case, Tatsu is rejecting some or all (I don't know if anyone's actually successfully updated iOS yet) devices and claims that they are not eligible to update. Generally, this means that the iOS version in question is unsigned, but obviously, this RSR was just released. Given that (test) RSRs have been pushed out for betas just fine, this is likely a screwup for the first public RSR and should be fixed in a few hours, just give it a bit. Guess Apple should've provided a more specific string for Tatsu rejection than just using the generic "no longer connected to the internet".

This error is not related to ramping. Ramping (aka phased rollouts) is basically when automatic update notification is delayed on a schedule. ie. for this update, 5% of users will be notified in the first 6 hours, then 15%, etc. If you check for updates manually, however, it seems to be ignored and you'll be able to see the update.
 
First official roll-out, seeing recent roll-out history. Wait before this bricks your device.

lol very true to form that Apples first RSR is a colossal failure. software was never apples strongsuit

i’ve never actually had an “automatic update” install automatically. for ios 16.4, i got a notification everyday for a month that it’d be installed “tonight” before i just manually updated. phone is on the charger every single night.

Servers overloaded with an 80mb update? Apple has bee sliding down in quality and iOS16 is prime example...

How do they get something simple wrong?

And yes, mine fails with the same error, no internet connection, which has seconds before downloaded the update.

Same on iPhone 13 - tried periodically over the last 1.5 hours. Tried wifi on, off, vpn'd, other wifi networks - same

Updated my MBA about 45 min ago, but unfortunately, it was the 13.3.1 update, w/o the rapid response 🙃

Not very rapid if they take just as a long as a regular software update... lol
It may mean that APPLE can release these things rapidly, not that they are lighter weight on the user side?
Presumably the internal pathway for how these things are implemented means only a small set of things can be changed, with the side effect that not much testing is required?

I wish they would do this for individual apps like the way Android has been doing it for years. Having to wait for an entirely new OS release for stock apps to be updated is ridiculous in 2023.
 
I as well have the "not connected" error on my iPhone and iPad, but my Mac (which has an ethernet connection) updated just fine. I wonder if it has something to do with the device's WiFi configuration.
