Without knowing that it is clickable, I had been relying on System Report -> Software to get the build number.
Why would Apple hide the build number in the About box?

Yep they accidentally released a debug build as the GM, it was highly unusual but the Xcode GM had the same problem so something really weird is going on within Apple's release team.
Anyone with Sierra can check if they have a debug build by running Console, the GM outputs about 10k lines of debug output in 2 minutes.

Specifically the section for 'Apps Incorrectly Show Up as Installed' did the trick for me (deleting various app store .plists). Thanks for all the tips! I hope this helps someone else with the same issue. I now get the proper Download link for macOS Sierra.

There is no delta update for any previous GM build you may have.
You need to re download the whole 4.7GB again to obtain 16A323.
If you click on 10.12 when your on about your Mac it will then show you your build number in brackets.
Done and done (before posting my problem), but no change, even after reboot. Any other ideas? Note I am already running 10.12 Sierra 16A319. Could it be that the Mac App Store sees that (the installed OS) and is therefore giving me the grayed out 'Downloaded'?
Hmm, I'm also on Public Beta, but I've tried re-downloading it twice today and I keep getting v 12.0.4.3, which is build 16A312aJust downloaded the new version from App Store. It's different from the one released last week. btw mine is Public Beta GM.
In general, you will need to have the last GM candidate in order to get updates. With 10.11, there were several GM candidates and only the last one, which was the release, was offered 10.11.1 or any other subsequent updates.I don't think there is any need to re-download and install the new GM build, Apple will give us an update path through MAS if/when necessary because that is what they said they would do after installing the GM. There may not even be bug fixes in these new builds.
So if we go to the App store, under purchased, and we are running an older GM version, how do we know what the version is in the App store? Just says MacOS Sierra, Sep 8, 2016, and option to download it...

The golden master represents the final version of macOS Sierra that will be released to the public on Tuesday, September 20.
The golden master update can be downloaded through the Apple Developer Center at this time, and it is not clear if it will be available through the Mac App Store. The new GM seed is build 16A323, while the build released last week was 16A320.
