Makes sense. It would be like asking Apple to repair a device with stripped screws. Whoever did the previous job messed up.
It doesn't fully makes sense and not necessarily messed up by previous job. We have replaced thousands of iPhone batteries ( we are a repair centre ) and these tabs ( original and 3rd party ) tend to snap often , it's they nature.

You wrote that Apple would decline the repair if the battery didn’t have an adhesive pull tab. Not that it snapped off. Which story is correct?

If it snapped off, Apple would replace the phone with a refurb.

If it doesn’t have an adhesive tab, the previous repair job was messed up. 100%.
 
If it's missing completely , then yes it is messed up. Even if it is there but snapped , Apple will decline.
