That's not new. That has to do with a insufficient power coming from the USB socket being used. A lot of laptops and lower amp chargers will cause an iPad to show that message. It doesn't mean that it's not getting power, just that it's not getting enough to really consider it as charging properly. (If you're seeing that on a device that didn't show it before, it's possible the threshold for that has changed slightly.)

Apple today seeded the eighth beta of iOS 10 to developers and and a seventh version to public beta testers for testing purposes, one week after releasing the seventh developer beta and more than two months after first unveiling the new operating system at its 2016 Worldwide Developers Conference.
iOS 10 beta 8 is available as an over-the-air download to those who installed the first seven betas or the beta configuration profile and it's available for direct download via Apple's Developer Center (developers only).
iOS 10 is a major iOS update with a ton of new features and design tweaks, including a new Lock screen experience with 3D Touch-enabled notifications, a more easily accessible camera, a redesigned Control Center, and a new widgets screen. Does anyone else get this error when they plug in their iOS devices into their computer when running the iOS 10 beta? This didn't happen at all when I was running the iOS 9 versions. What should I do? The only way the devices charge is when I plug it into a wall outlet.

Interesting info. OP are you using a standard USB port or do you happen to have a USB 3 port available? Standard USB is 500mA whereas USB 3 is 900mA. Some laptops have a dedicated charge port as well that is like 1300-1500mA. All lower than the standard iPad charger outputs. (2100mA)That's not new. In general, I just avoid plugging my iPad Air 2 into a low-amp charger. I have a four-USB outlet adapter by my nightstand. Two of the outlets are higher-amp, and I use those for my iPad and iPhone. Two are lower-amp, and I use those for my Apple Watch and whatever other assorted device I'm charging.
