Should I bother installing this or just wait for official release? I assume I have to sign up for that beta program thing?
 
Just FYI - The Developer Page for iOS 13 GM has ipsw images only and no profile. It also states that macOS Catalina beta or XCode 11 GM is required to install.

does it work with just Xcode and no catalina
 
Yes, you need Catalina or latest iTunes to UPDATE (NOT RESTORE).
Or GM Xcode 11 and Mojave.

is this actually true, or is it the same case as the beta 1 ipsw? it was discovered that only a specific .pkg needed to be installed related to the device files or some such. i did this and it permitted me to do the update without being on catalina or having xcode 11.

if i still have it sitting around i'll try to see if i can post back the name
 
I'm on iOS 13 Beta 8 and removed the profile to prevent going to iOS 13.1. Now I seem to be stuck.

You are not stuck, but without a beta profile you will just need to wait for the official release of iOS 13, which is on 19 Sep, so in 9 days. If you can handle the wait, you will have the real thing.

So different from beta 8 17A572a

iOS 13 beta 8 was actually 17A5572a.
 
Considering Apple is already pushing 13.1 to developers, I think I’ll skip 13.0 and wait for 13.1 to go live for my non-test machines.

wouldn’t be surprised if the exact same .pkg file would work.

I think it is possible to use windows via some weird command line app. Just google it.

not sure if I would use it, thought.

Apple definitely states this so you aren't wrong, but I was able to update my XS from iOS 12.4.1 to iOS 13 GM using Mojave and iTunes. Xcode is NOT installed. When I selected the IPSW file in iTunes, it stated that I needed to install an update in order to use the device. I installed the update, and then installed the GM.

If one thinks about it, there has to be a way for Mojave users to update to iOS 13 next week since Catalina won't be released until next month, so I'm not sure why Apple says Catalina or Xcode 11 is required.

I’m also hearing that it should work. people won’t be installing Catalina beta next week when restoring their devices and the Gm should be the exact same version.

it's called "MobileDevice.pkg" first google result on it points to people talking about it as well. i cant imagine that im allowed to share the file here
