Yep, the 4th gen has the A4 processor - like the iPhone 3GS. iOS7 not gonna work.
So if you were to set up your iPhone with the GM as a brand new iPhone, then wouldn't that be activating after Sept 1st? thus being able to download the iWork apps for free?

My UDID has been registered for a while now. I have been installing and using the betas also. If my UDID is registered shouldn't I be able to go through iTunes for the GM version of iOS 7 to install it?

Setting up iPhone as new wont make any difference, warranty=activation date stays same. So this wont work
I just set mine as new. No free apps.
Confirmed:
You need the iTunes beta in order to restore your iPhone to the GM.
You need to go to the developer portal to download. Registering a UDID means you can beta test apps for a developer you are working with.
