Isn't 13.) the shipping version which will update to 13.1 out of the box?

No, iOS 13.0 will be the one Apple will release with new iPhones and likely the GM next tuesday. iOS 13.1 will be available maybe in the next months. So those of you that went and update your iOS from 13.0 beta 8 to iOS 13.1 will have to downgrade next tuesday to GM iOS 13 if you want to have a stable version. My concern is what will happen with Watch OS, can the most recent beta version of WatchOS work with the final version of iOS 13.0? Else will be a problem
 
Think it's stable, at least for me, I see/had no issues with last few betas.
It's interesting how some, including myself, feel these betas have been quite good. But some act like the sky is falling and swear they are "riddled with bugs". Of course there are issues to work out but fairly minor for a beta, if you ask me.

Anyone having issues with iCloud Keychain not turning on on the iPhone or iCloud Files for Desktop and Documents not turning on for the Mac?

Beta 1 was respringing every few minutes for me. Months away from a proper release. If this keeps going 13 will be a disaster release for Apple. Not seeing stability before 13.3 or 13.4 next year at this pace.

From my perspective it _is_ littered with bugs and many of these have been confirmed by Apple through feedback; and on top of that, just about each release has introduced major and noticeable regressions that have been well noticed by many, so I feel pretty well grounded in this belief.

I could list off about 20 bugs that impact the daily user across iOS and iPadOS, and about another 15 that impact common components of UIKit. The development period this time around has been far from normal and very concerning IMO.

A document that literally says “probably fake” in the title of the article???? A document that was just proven wrong today when they released another beta, so the build numbers are completely wrong? Well played.

10 betas and Mail and iCloud Drive are still a huge toxic hellstew of bugs

In the brief time I've been running this beta, Mail seems to be working MUCH better. Notifications and badges are on point. Maybe 20 emails, so time will tell
