How about the Apple Pencil? Is scrolling back to the way it was in 9.2 or is it still not working? If the latter I'm guessing it's a permanent change.

Apple Pencil support for general UI elements has NOT returned in 9.3 Beta 3. Please submit a Feedback Assistant report on the matter to let them know that it lessens your satisfaction with the Pencil, too. They'll only care if a good number of people using the beta respond similarly.
 
Nope, but it does not give me an honest feedback (6th principle of good design by Dieter Rams). The lamp was a better idea IMO.
That's not an opinion but a fact. And it is a big issue as well. Apple wanted to sell high-priced designer stuff and bragged about how even the backside of a Mac looks better than a PC, now they've got to deliver or risk to lose customers who come to expect what has been promised. Therefore protruding camera lenses, ugly antenna bands and a failed icon design after something better already existed, are the biggest issues of all. If you want to sell expensive, everything else got to be perfect. No mistakes allowed.
 
I notice that once I unlock my phone using Touch ID, it takes about 15 seconds for the time to show up at the top.
 
I wouldn't look for that during a staged beta of a .x release. If that ever comes our way you can believe it'll be a key feature of a brand new iOS version.
That should not be a key feature. I don't think Apple would ever want to make a big deal of removing their own apps

Not a key feature along the lines of Continuity, but an option that they would like to highlight during WWDC. I don't think that option will ever come, actually - they're deeply entrenched within the OS. I can see them finally allowing default app options, though. (or, at least, I'd love to see it)

It is an opinion. For me, I don't really care whether it's an eye or a lampshade. I understand Apple should sweat the details but the look of this icon is totally subjective.

Carrier build for me is Verizon 23.5.4 but I'm not seeing WiFi Calling. What's everyone else got? Does it update with WiFi Calling?

I don't think they intended for the pencil to be used as anything other than a pencil.

I noticed something interesting last week when browsing the iOS 9.3 Beta 2 SDK: The Springboard and UIKit assets include some @3x icons specifically for iPad (not for iPhone, those files have "ipad" included in their file names). Could that mean that the iPad Air 3 will come with a 4K display, which has already been rumored?

I'm not seeing anything on my device for OTA. Any ideas? I downloaded beta 2 from the dev portal if that helps.

Could that mean that the iPad Air 3 will come with a 4K display, which has already been rumored?
3x assets have always been ipad

Design is not an opinion. How big our hands are, how big a thumb is, how much we can memorize, how our eyes react to blue bright light after sunset. These are all biological facts and good design takes them into account. Icons exist for good reason and a good icon for Night Shift is a metaphor for light in the dark. You can't go better than bedside lamp. And that's a fact. Make a focus group and test it, if you don't believe me. The people will not get what the eye-halfmoon-lemon is supposed to mean.

Perhaps, but since they released it with the Pencil working for general UI functions (and the Pencil is now readily available), people might come to expect it and react negatively when 9.3 takes it away.

Why don't my 6S Plus seem to get any of these over-the-air? Going from BETA1 to the BETA1-fix I had to do manually through iTunes, same for BETA2 and now it seems like I have to do it once more with BETA3.
