So 3 times the 4GB option failed on me, so now trying the 12GB option. It's just the full installer instead. This is on 2018 Mac mini. It would act like it's installing the update to beta 3 but then it would still be beta 2 when it loaded and would ask me to download the beta 3 update again. 3 times in a row...

Same here (2 times) and also on a 2018 Mac mini.

    Workaround: Create a bootable installer using the createinstallmedia command.
 
Full installer did not work either, same issue with Mac mini... Just went back into beta 2 and telling me to update to beta 3 again...

Just hold command + r boot into recovery mode and do a fresh install.

I tried bootable installer using the createinstallmedia command before but for some reason, It never worked for me because of t2 chip. I always get an error saying need to update and installer stops.

I phoned Apple support team, They tried to help me but couldn't do much and in the end, I had to install Mojave and updated to Catalina.

CMD+R - go into recovery and then go to utilities and security startup disk. Enable boot from removable media. Then restart and hold the Option (Alt) key and choose the bottle USB disk...
BTW it worked perfectly and I now have Beta 3 installed...

You need to lower your security settings in macOS recovery to allow for booting of external media, FYI.

Or you could have used startosinstall instead.
