The real question, is why Apple released the 32gb in the first place... Base model storage should have been 64gb, but that would have eaten into sales of the 128gb model.
20-odd gig of space on a "pro" device... Sigh.
Real answer is: Because they can. They will always rape people's wallet. They will give it to you the way they want it. You can thank whoever came up with this pricing scheme. Apple's motto is: You buy it or buy from someone else.

The funny thing is...people can't survive without iPad...or any apple products.

It lists the capacity as 65.1 GB with 48.6 GB available.

Does Apple have special configurations for store display?

It wouldn't seem to be appropriate for a 128 GB to show so little capacity. My 128 GB lists it's capacity as 114 GB with about 94 GB still available.

I belive there's a hidden partition that they can activate to reset the iPad to demo condition after the store closes each night.

They do sell the 128GB version. Just because you want more doesn't mean another is greedy.
For a regular consumer that will do mostly content consumption via streaming, why would that one person pay more for unneeded storage?

Any sensible person here understand it's good financial sense for Apple to deliberately create a model they know will be less than many wish, and to price another model with more realistic specs higher in an attempt to make more money.

Would you expect them, these days, to do anything else?

Like if I sold you 2 cookies for a dollar, but a whole pack of cookies for 2 dollars.
I know that most people will want more than 2 cookies, but I still offer them, so that I can say that I sell cookies for only 1 dollar.
I of course want 2 dollars from you really. Not 1 dollar.

So for only 1 dollar more I offer you what I know you really want.

You bought it knowing what it was. What's insulting is that you'd toss the blame for your mistake on others.
 
Here is the link to actual cost of what Apple pays for NAND memory according to IHS. This was back when the iPad Air 2 first came out and costs have come down since then. So it is reasonable to say that Apple would only have spent $10 more to go from 32gb to 64gb for memory for the iPad Pro. Ultimately, Apple is only concerned about their bottom line and the number crunchers say that people will buy iPad Pro 32gb units for $799, apple pencils for $100 and apple keyboards for $169. If you are surprised that Apple wouldn't give customers a good deal by offering 64gb iPad Pros and would rather save $10 then theres your answer. I think its great that Apple fanboys will buy anything Apple sells lol. Its entertaining.

So at $10 less....for the sake of arguement, Apple makes 2million units....that saves apple $20 mil. As they sell more that goes up. Those are the numbers they look at, not that it cost $10 more, that it cost 20 mil more. Also don't forget the costs no one ever puts into these breakdowns and when they complain. Research and development, That does cost apple money you know....no one is doing that for free. Retail stores and their employees, online store and it's employees, the marketing people who make the ads and the ones that put the press events together. Factories, and the costs involved in manufacturing. Shipping. And all the other things that cost money, that also go into making a product of any kind.

So from their point of view, again for the sake of argument as I don't work for Apple, they wanted an entry level iPad Pro, and 32gb was the lowest they could go and be viable for consumer types or those that use the cloud for everything, but the reality is they think the 128gb is the way most will go, in a professional situation. Less models on a niche product, really seems IMHO a better business plan, as it keeps the manufacturing costs down.

It´s a "PRO" not the normal "personal" iPad that you store all your private photos, music and videos on.

"PRO use" (as in I use this as a part of my daily job and I got this thing handed to me by my employer) of iPads usually includes one (1) specific or at most a handfull of apps for productivity use. And 32GB is more than enough for most of these users.

Even if you create a lot of documents on it, most apps don't produce GB´s worth of files anyway.

And for those who need more, Apple magically offers the 128GB version :)

Really? Ashamed? Insulted? All that happened here is you didn't do your homework and so you bought the wrong iPad.

And you know what? This "greed in the extreme" company will let you return your mistaken purchase until well into the new year.

I suggest taking them up on their shamefully greedy and insulting offer to, um, help you undo your mistake.

32GB should be base storage for a phone but for a Prosumer device that's marketed as being able to edit 4K videos it's a lame joke especially without SD card slot. It should have 128GB base like the same priced Surface Pro 4 that also has SD card slot that can take 200+ GB cards.
Fine. The iPad Pro now starts at $949, and has 128GB.

Congratulations. Now the people who don't need all that space have to waste their money on something they don't want.
