The fact the new iPad will be sligthly faster, sligthly thinner and with a sligthly better camera is not a surprise. What IS a surprise is that Apple believes that's enough to make people update their iPads when we are already seeing sales dropping.
Are sales really dropping, in the sense of no one wants the iPad. or is this a basically recent thing which is likely because folks 'know' that something new is coming out in the fall and thus so long as what they have is working they aren't going to get something newer in the late spring/summer and 'waste money' on 'old tech'
We see this happen every time with the iPhone so having it repeat with the iPad wouldn't be out of the question.
And what are folks using now. I highly doubt all the world is using the iPad mini with retina or the iPad Air. The subtle changes might not be enough for those two groups but there are certainly folks rocking things going back to the original iPad that might find a huge and desirable difference. Just like the difference between the iPhone 5 and 5S wasn't really 'that big' but there were still folks rocking an iPhone 4 so it was huge for them.

their refurb store is hurting their "new" iPad sales as well.
Not in Apple's view. They have no issue with an Apple product 'hurting' sales of another Apple product. Because that money is still coming to them. They would much rather have someone save $100 to get an iPad Mini that is slightly used than decide to go buy a Galaxy Note cause the price is $100 less than the iPad.

So is it safe to say these iPads will not be available for purchase on Tuesday?
nothing is likely to be available for purchase on Tuesday. download the softwares perhaps but no hardware.
The earliest we would see anything is that Friday which is a very very slim change. The next Friday would be more likely. Have to give the stores some lead time to make staff changes, re arrange back rooms for the stock that would be coming in etc.
According to the BFs schedule he has a mandatory all store meeting on the 14th, which is likely to talk about the actual launches, what the rules will be (will there be unlocked phones, limits on numbers, how they will handle the lines etc). And perhaps some kind of product training say if a wearable is announced to be launched right away

Let's not forget that the iPad Air is less than half of the physical size of the original iPad, whilst cramming in internals that are also a massive improvement too. Quite incredible really, when you think about it.
There is one major item they really need to do on the iPads. Make them repairable. Nothing sucks more than having an iPad that has gone out of warranty and the speaker fails. A part that isn't likely to be more than $50-60 in cost to Apple and yet the user has to chuck out a good $200-300 for a full unit replacement of the whole iPad because there are no blasted screws to open it up and fix it. Yes I know that that means that the 3rd party shops can more easily open them but they could set up some kind of system. Serialize all the parts and have them associated in their system. Then it would be easy to verify if someone has been into the device cause the numbers aren't correct. Or if the number isn't in the system at all, there's a way to check that its not actually an Apple part. And if folks could get cheaper repairs they might stop going to those shops as much. Sure it's a risk but for many folks going to a shop to pay $100 to get the screen on your kids iPad mini replaced is better than $200+, especially when this is the third time he's done it in six months so you already blew through that Apple Care Plus (which is limited to 2 accidents). If they could take the dang things apart Apple might be able to offer that $100 screen replacement themselves
