Coincidentally, I stumbled on the following article. Although it concerns software engineers, I imagine it applies to other skilled trades in India. Employers are choosing to train high school students rather than employ college grads. The reason:

Only 2% of India’s workforce is considered skilled. Even after being armed with university degrees, an overwhelming majority of engineering graduates are deemed unemployable!

Interesting article indeed. High school level would be a cheaper solution, likely being it's hard labor and doesn't require a lot a skill set, which always isn't the necessary answer.

@Sunnysunnysingh. What do you think of India's labor laws? Furthermore, do you feel it's a benefit to cut costs with expansion and high under age applicants, being it's more 'Economical.?' Do you agree with Apple expanding into India? How do you feel it would benefit the middle working class? What is the average age being introduced or hired for a skilled work set?

After Cooks visit last June to India, seems this is where he planning on expanding for obvious reasons.
