The base iPad actually comes with the A16 instead of the M3. Try a refurb M1 Air.I was going to upgrade my mom’s iPad. Should I buy the 10th generation for $280 or this M3 for $350?

These differences aren’t noticed right away. I don’t notice speed improvements from generation to generation either. But most people hold on to their computer or MacBook for 5 years or even more. In 5 years, the A13 Pro chip will be over 10 years old. At that point, an A16 chip will be performing a lot better, albeit it’ll probably be due for an upgrade at that point.No one notices the improvements on iPad I have the m1 iPad Pro and I’ve used the m4 and it’s identical, no apps people use on the cheaper entry level iPad that needs that power, they could of at least done some display changes
