This is exactly how I did it on my 13 Pro - restored, then updated to 15.0. Everything is working normally after the update.Here’s what I did on my new iPad mini.
Restored from back-up
Let everything load and update, but didn’t touch Apple Music
Used Software Update to update to 15.0
And that’s it. Everything seems to be working normally, including Apple Music.

Good to know. Setup as a new device, do a software update, erase all contents and then setup and restore from backup.

This post could have literally been written any time since this forum launched. You can go back to 2001 and see people writing this about OS X.The point is, Apple software quality is declining. Their “stable” releases are no longer as stable as they used to be, and no longer meets customer expectations.
