In the UK at least, that’s often included in the install cost - Spur from main fuse box, new mini fuse box, a certain amount of cable run, “charger” and cable (tethered or socket).
Back to Apple, I have no problem with them selling the cable separately however they should call it a cable like they do with their other cables. It’s misleading not to.

Thus while most garages likely have 120V/15A outlets available, installing a 240V outlet usually requires running new wiring from the breaker panel. As for Apple and naming it a Magsafe charger - they seem to be very consistent in calling the power adapters just that, and only using the word "charger" for the part that comes into direct contact with the device.
Yes, folks out in the real world tend to mix the terms up, but I'm not sure incorrect colloquial usage necessitates a vendor follow suit.
