You're right, I may have stated that a little too strongly. The 13" MBP currently uses 8th generation processors, and there are 9th (and / or possibly 10th) generation processors which should be a fit for them. I think it likely that a CPU refresh may occur in October when the newest MBP is introduced, but it's not a sure thing.

(I think the only upgrade path is Ice Lake-U. The parts Apple are using are from earlier this year; there doesn’t appear to be anything else more recent. Neither Whiskey Lake-U nor Comet Lake-U have Iris Plus offerings for now, so those would be a downgrade.)

Ice Lake-U would give them more GPU power, so that’s plausible. But Ice Lake doesn’t appear to be shipping in volume (which is basically why Intel launched similar Comet Lake parts in parallel), so may not be a practical option.

If you don't need the specs of the newest MBP, you'll typically just buy a lower-end laptop instead. That way, you get full warranty, a long period of OS updates / other support, etc.

In this particular case, the rMBP offers interesting ports the tbMBP does not, so it's a more complicated proposition.
As well as the ports, don't forget the 15" screen - no lower end Macs offer that
 
Any other refurbished besides from the Apple refurbished store is going to be like buying a used computer. A ding or two, scratch, and a battery with several cycles on it.

Not so with the Apple refurbs. They have brand new batteries, are pristine, come in like-new packaging and have the full like-new warranty.

There is absolutely no comparison to any other 'refurb' Apple products on the market.
Microsoft is the exact same way with their Surface line as well. People dont realize refurbs are less likely to have problems because before they sell them again they actually make sure all components are working instead of just throwing them in a box to sell after manufacturing.

Defying my predictions ... they’re BACK ... again.
2015 models are in the refurb store. I’d grab another, but have high hopes for the rumored 16” mbp so I’ll refrain :)
