i don't think there is a "normal". my wife's i4 is seeing 3.5 down 2 up. my 3gs in the same location gets 2.5 down and .08 up.
iPhone 3GS is using regular 3G upload which is hard capped at 384kbps. The download however is HSDPA which caps at 7.2mbps in theory.
It's normal to see lower download speeds on 3gs phone since your upload is choking the bandwidth, something similar we've been experiencing on iPhone 4 for the past month.

I have been suffering from capped upload speeds since July 3rd but after getting another iPhone 4 a couple of days ago, my speeds went back to normal (I guess). My up speeds have been higher than my downstream for the most part.
 
Where are you in DC? I live in Georgetown and go daily to Bethesda. In neither location nor on the way did I get upload speeds above 91kbps. I'm going to see how things work in Arlington VA tomorrow.

I did notice this morning that the phone appeared snappier, but it seems to have slowed down to it's old data download/upload speeds again. Download sometimes gets over 2000 kbps. Upload is unacceptable.

Out of curiosity, I did a track of my speeds on my train commute this morning and I'm pleased again with my upload speed.

Okay now I know that I am not the only one with higher upload speeds than the download one
 
Finally uncapped in NW Jersey

Finally uncapped today here in western Morris County NJ.

3999 kbps download
1683 kbps upload

Dang 2577ms ping time, however.
 
seems fixed in SE PA. 1.68 down/1.42 up. Still slower than the first week with the i4, but certainly better than the 80k uploads we had for most of July.

That's helpful. I have a 3GS and unlike the people below who are seeing much increased download and upload speeds in DC, I'm not. My download are fine - they range between 900 kbps (which doesn't thrill me but ...) to 2000 kbps. My upload rarely ever get above 100 in DC (Georgetown), MD (Bethesda) or VA (Arlington). I haven't known what metric to use to assess what I'm seeing. I'm certainly not seeing anything close to 374 or 300 or 200 at any time of day or night.

I haven't wanted to get the IP4 as I don't want to be locked in for 2 years if the faster LTE networks become available (incompatible with existing phones) but I see there is a significant difference in data speeds. I'm still not jumping to upgrade but the information you provide gives me another data point.

same crap here in seattle. wife's phone just got 5mbps down (never seen that high) and 3 up. my 3gs 1.2 down .08 up. perhaps i'll see if the apple store has a 16gb phone for me tonight ;)
 
My speeds are getting back to normal in Columbus Ohio. And as a cherry on top, AT&T actually called me back on the trouble ticket I had with them, to confirm my speeds were back!
Not happy it took a month, but I am glad my speeds are back.
 
Working in Tempe, AZ, but at home in chandler, still sloooow, although I have wifi so it doesnt matter much at home.
 
Linden (Union County) NJ. I can't believe the DOWNLOAD (or UPload) is accurate on this app. Loading web pages sure don't seem like they should for this speed. But anyway, eat your hearts out! :)

The phone has to render the page, which is obviously slower then a computer, and the latency is fairly high, which makes a big difference as well.

Officially fixed

Well, after about a business week, it seems Comcast has officially fixed the hsupa issues!

Called up AT&T Customer Care at 611 and they were able to credit me $50 for both of my iPhone 4's that were experiencing the capped upload issues for almost four weeks. She was initially only going to credit me $25, but I had it escalated and approved by her manager to have it applied to each line.

Note that I have the grandfathered $30 unlimited iPhone data plan on both of my lines, but she was only able (or willing) to refund $25 of it.

YMMV, but I suggest you do the same. Make them pay for their insolence and/or incompetence. It's either your money or theirs.
