I received the same email as many other people posting. A form is actually needed to establish a case #. I did not get the form so I contacted att. They said to contact Apple. I contacted Apple. They said to contact AT&T but they actually called AT&T for me, explained the issue to the tech person. They completed the case form and I received a text with the case #. I was told 1-2 days. We shall see...

did your "case number" start with CM20120408?
 
I had given my old iPhone 4 to my dad who lives outside the US. Called AT&T and after 1 hour got with tech support. They only submitted the request for the iPhone 4 and not my 4s, theyxsaid only phones off contract. Called my dad and asked him to restore the phone and he did, then hooked to itunes and voila... IPhone 4 unlocked... Tried different sims and all worked !!
 
This is a copy of a chat I just had with tech support on AT&T asking to have my iPhone 4S unlocked.

I did note on the case that you paid full price. Given that a lot of people are unlocking iphones right now i'd give it a week to unlock, you'll be notified by email. If it's any longer than said week please do chat in and reference the case ID.

My lucky day, iphone4s still under contract with a different IMEI # from their database, and they still help me to get it unlock.:D

I have an iPhone 4 bought on eBay and I just called ATT CS and they shut me down :(. Hopefully in a couple of days they'll budge!

Hmmm... Guess a lot of people who bought off ebay will be contacting the original owner asking if they can request an unlock... lol...
 
Also got the phone on no commitment price. Here is what is currently happening. Will update with future reply soon after process is done:

1. Called 1-800-331-0500
2. Pressed 0 until I got connected (as I do not have AT&T number)
3. Talked to the rep saying the phone was bought full price and locked to AT&T. The sim was never activated so there is no account to refer it to. He took my imei and put me on hold.
4. He came back to me and asked for purchase date and price (699.99).
5. He is making case with notes and asked for email.
6. Gave me case number.
7. He sent it in.
8. He said i should recieve email April 16th evening.
9. Finished his notes.
10. DONE request sent. :)

I did these exact steps (regardless of the options they give you after calling the number, just keep pressing 0). Gave the rep my IMEI number and that was that. Didn't even tell him where I bought it (got it off eBay), just told him it was off contract. Rep did some research on the account and determined I was eligible for the unlock. Said I should be contacted by Wednesday about the process being completed. Yay!
 
I have 4 iphones that I called to unlock. I called tech support and spoke with them about unlocking my phones. They asked me for the IMEI numbers and put me on hold to open case numbers. I was told that since my iPhone 4 was an early termination I would have to wait until June to unlock it but they would unlock the other 3 phones. I asked if that were true even though I paid the early termination fee and was told it still applied until end of contract date. They gave me a case number and said they would send me an email when they would be unlocked. I was told it should be by April 16th.
 
I bought a no-commitment iPhone 4 on an Apple Store in Houston, I don't have an account with AT&T, and I want to unlock my iPhone. I just called AT&T (1-800-331-0500) and they said to me that they had no idea about the unlocks, I don't know what to do, I live in Venezuela and it's not possible for me to go to an AT&T store, can someone that is in a situation like that help me? Please. I really want to unlock my iPhone!!

The phone costed me 700 $ (The full price), I bought it like that so I didn't have to have a contract with AT&T, because I live in Venezuela

Hola yo tengo el mismo problema que tienes(solo desde Guatemala), llame me tomaron datos igual como los demas mencionan, solo que me no me aseguraron el desbloqueo me dijeron que me van a confirmar si lo desbloquean o no por correo o telefono dependiendo si mi iPhone aplica o no, pero igual me generaron un numero de caso y todo, Saludos.
 
Did you get an email confirming it was unlocked or did you just try it?

When did you receive the notification? After the restore completed and your phone finished syncing? Before? I think everyone's trying to get an idea of when to expect this notification to show up.
