I am having the same issue. I'm on O2 in the UK. On iOS 7.1.2 I can enable mobile data, 3G or 4G. On iOS 8 I can't turn off 3G. Only data and 4G. Annoying. It kills the battery.
It's not a bug. With iOS 8 you got new carrier settings that support LTE. I don't know why, but since introducing iPhone 5, Apple prevents users from turning off 3G.
It worked on the 5 and 5S though... But just thinking aloud, switching off 3G should be available when you think about it, it kills the battery. Apple even say leaving 3G may decrease battery life.
I'm getting funky app updates today. So the update shows up and installs. But if I exit and re-enter the app store theres still a prompt to update. I had to do go through 4-5 install cycles for the apps to finally update. This was with whatsapp, adobe, over, geekbench. Hope its just a server glitch.

That, because your carrier settings on 7.1.2 didn't have LTE support. For some reason Apple thinks that you don't need 2G when your carrier supports LTE.
I had the same issue with T-Mobile in Poland after updating to 7.1.2. Fortunately I was able to revert to the old settings. But it probably won't be possible with iOS 8 because of compatibility issues.
Health is messed up in the UK as it uses KM instead of MI. I changed region to the US and got the correct reading, yet go back to UK and it still reads KM.
Does this affect anyone else?
Are you talking about Kilometres and Miles? If so the UK is supposed to be on the metric system, we just haven't fully converted. The App should really give you the choice though as many nations have a bit of a mish mash of measurements.
