I've been noticing this recently on my iPhone 11 and wondering what the hell was going on. It's really annoying. I come back to an app and it's reloading when I was only away from it briefly.
 
Thank god I stayed away from 13.2. At current rate, I figured new releases will be more trouble than it's worth.
 
I haven't noticed this at all with iPhone 8 Plus or iPad Pro 10.5 🤞

Perhaps a bug with memory management that's only affecting the newer hardware configs?
 
And I do have this issue on my XS. Safari is the worst offender, but other apps are affected too.
Hell, on my XS Safari’s been getting killed regularly even with nothing open. I’m not one to even let it get to 5 tabs, let alone 10+, where memory issues would become more understandable.

My favorite is when using the Safari View Controller in the Twitter app and it’ll occasionally get blanked out and reloaded, again on an iPhone XS, just for reading an article. RAM management in iOS 13.2 is a mess.

XR user here. I’ve noticed this too but just assumed that it was part of the general 13 buggy-ness.

Apps are closed incredibly quickly and I didn’t have this issue on 12.

I never would’ve updated 12 if it wasn’t for dark mode (which is great in the gloomy dark autumn of the U.K.).
 
I updated from 12.4.1 to 13.2 yesterday on my iPhone X. All morning I was wondering why it can't even keep 2 Safari tabs opened. I guess this explains it.
 
Ok guys, I just used my iPad Pro 11 and switched from iMessage conversation back to safari and yes the page did reload but it’s instant. What is the major deal? I do not see this as being something so overblown on the interwebs.

Just save your work frequently. Problems solved.

i lost 2 layers of sketch on one of my project for a client in adobe sketch when i came back from answering a email on the ipad pro.
 
Apple really needs to re-sign IOS 12.4.X so those of us screwed by IOS 13 can revert back. As a musician who heavily relies on iPad and hardware integration I’m miffed! Even though I have over a grand or more invested in pro music apps, and have bought many iPads since the 2nd generation, I’m seriously looking now at the Surface Pro 7. APPLE RE-SIGN IOS 12!
If you rely on a device for your business you don't upgrade right a way. We have over 300 iPads out there and all of them remained on 12.x because we didn't know what issues would crop up with 13 and we're in our busiest sales season.
