Naesy, they said the same to me about Apple's servers, but had already taken my SIM card info and everything and said that it was activated on their end. I wouldn't be surprised if it is Apple's servers, as they're now activating 3 carriers worth of new iPhone users. Still, they knew this would be big…that's what she said.

looks like att will owe me a nice credit on my account this month for me not having a phone all day
 
Just got my phone at around 2:00 PM PST (didn't require a signature). Plugged it in, restored it with my iPhone 4 backup, went to att.com/activate and was able to activate on my first try.

I also ordered my phone late last Friday at around 9:30 PM PST. I'm beginning to wonder if AT&T loves me or something...

keep trying, guys. Got my phone around 4pm, switching back & forth from iTunes and the phone, iTunes finally activated it on the 6th try. Annoying, but not impossible.
 
After 5 hrs I think I'm in. After going through the cellular activation, it now asked me to set up through iCloud or iTunes. Syncing through iTunes now.
 
Well after trying for 3 hours I now have a new message LOL

I also had the problem of the phone skipping over the activation screen and going straight to restore from backup. I called AT&T and it turns how somehow my 4S sim wasn't associated with my account. Don't know how that happened, preordered online with AT&T. Also had to redo my data plan to the ones for the 4S even though I did this online when I ordered.

Anyway, about 30 minutes after giving the CSR my IMEI and ICCID numbers my 4S activated. Those of you having the same problem I did should call AT&T at 1-800-331-0500. Wait time wasn't bad, only 7 minutes.
 
Maybe this is a dumb question, but when you retry Are you resting the phone each time? I don't see another way?
 
I called at&t 25 mins ago to give them new sim # and imei. I still can't activiate the phone. :( Been trying for 6 hours!!!!

go to your ATT account online....
go to Phones & Devices > Lost or Stolen Phone

suspend the line. turn off phone, take out sim.


wait 2 min aprox. reactivate the phone from ATT

put back sim, turn on phone and try activating again

You shouldn't guarantee this. It did not work for me, followed instructions to a 'T'.
 
Did your AT&T service activate right away on your 4S?

Mine is STILL not activated so I may just go to an AT&T store
 
My phone is "stuck" on one bar of service on 3G. Any one else getting this. Took out turned off phone, took out sim, waited five minutes, powered on. Still stuck on 1 bar and no activation.

I just started getting that message too. I decided to try through iTunes and it activated in a couple seconds.

I removed the sim with the phone off and put it back in. Plugged into iTunes and I'm good to go.

I bought mine at the Apple Store in Corte Madera, CA instead of the one in SF where I live. Short line for us (we got there around 6am) and had about 20 people in front of us.

Got into the Apple Store around 8:05am, walked out activated (mine, AT&T) at 8:20am and the other, Sprint, around the same time.

Sorry but I call shans.... you can't restore it BEFORE it's activated.

This is just ridiculous. I got the phone 5.5 hrs ago, of those, I tried to activate for about 3 hours (took a couple hour breaks) and still nothing.

I was not bothered for the first few hours, things like these happen, but I think I just crossed the line from "understanding" and to "pissed off"

For people who bought through Apple and have AT&T.
Dial 611
Press 1 for your number
Press 3 for upgrading
Tell them that you're upgrading to the 4S
Give them your name and last 4 of social
Supply them with your IMEI/MEID code, It's located at the bottom right hand corner of the box the phone came in.
Supply them with the 20 digit code that is on the new Sim Card, Apple does not give you the "tool" to get the card out this year so you'll need to either use an old one or find something that can do it.
After they've entered the information. Put the card back in, turn off your phone.
Restart your phone after 10-15 min and you should have either more cell reception or be activated.
If you're still not activated at this time, plug it in to your computer and start trying to activate via the Phone and iTunes.

I registered to just tell you thank you! I had called at&t before and they were no help. I called back and asked them to check my SIM number and IMEI and they were both wrong! SO, if you really aren't having luck, make them check yours. I have a feeling a lot of people aren't getting it done because of this.

While I was on hold with her, fortunately after I gave her the numbers, we got disconnected somehow. She obviously went ahead and fixed it because while I was calling back my old phone cut off and the new one was ready to go.
