I regrettably have it ON. I prefer parallax and the zoom in/out animations but having reduce motion on makes the phone run smoother. Hopefully they fix this in the next release.
EDIT: Lulz. Right after I post this, I place a call and the phone crashes to the apple logo as the guy answers. I can hear him talking as I stare at the white screen and black apple logo :/
Both. I prefer mine off as well, seems faster and I wasn't aware of it until the 7.03 release because of the folks voicing their challenges with the motion. Makes a lot of sense. Fortunately my wife nor son have it....but Vertigo ran in here family's genes.
As far as the reboot, BSOD, whatever you wanna call it...same thing. I've had my 5a since launch, perfect in every way with the exception of that ONE random reboot during or switching to another phone conversation. Can't remember which.

It's hard to say for sure it would seem. Interestingly enough, a lot of the "battery tips" type of articles (even from fairly reputable/known online sources) often bring up disabling parallax (by enabling reduce motion) as one of the top tips to conserve battery.
Along with a whole host of 'other' settings. And regardless of your settings, it's a smart phone. Essentially a small computer in your pocket. WiFi signal, LTE strength (or lack of), screen time and brightness, activities you're choosing to do (gaming vs. Surfing vs. Music listening) can all have a significantly larger impact on the possible 5-10 minutes you may theoretically save by disabling motion. Not sure any of those tip suggestions have ever been backed up with enough data and possible use scenarios to back up their finding

The Whole UI felt weird with it on
Wild Leet. 5.5 years with a completely different OS and the new UI feels 'weird' with parralex, the animations, new multi tasking and entire design remake.....is this your first iOS device?
Seriously....honest question! The entire iOS 7 was a 'weird' transition for me. Everything! Now I love it. Totally sold. But prefer the reduce motion setting to be in the 'on' position. Truly, the speed although hard to measure in mili/micro seconds is definitely a noticeable improvement.
