My wi-fi is just a mobile broadband router. I also use wi-fi spots in locations I frequent often. Have 4GB on my iPhone and 200GB on my mobile broadband router per month. Own a USB LTE router as well that is portable for overnight stays. Use my retina Macbook more on trips I do alone than my iPhone.
 
Unless you have a minuscule data allowance (its nearly 2016, so there isn't really an excuse for that these days!) there's no reason to turn it off.

Paying for unlimited data so I utilize it. Cellular data is always on and if I'm in a place where the wifi is slower than LTE, I'll turn the wifi off and continue to use cellular data.

Still using iOS8, so now wifi assist option...
Then realistically it would only jump back if the WiFi signal is not working or is unavailable. Sounds like there would be something going on with WiFi then, rather it being something that happens unnecessarily.
 
Yes. Never turn it off. I use cellular data all the time since it's way faster than my home wifi and I have unlimited data :)
 
Only time I turn it off is it I am in a weak cell area and need the battery to last that extra mile that day (e.g. if I am on a trip).
