That's really bad news.
I think a 2023 major release of all OS focussing on bug fixes only would not only be the most significant upgrade imaginable, but also the most exciting and best thing which Apple could achieve with their resources.
Of course even a full year's cycle wouldn't come close to fixing all bugs, but maybe it would at least be really helpful in ironing out the most significant and annoying shortcomings which devalue working with these OS every single day.
Well, if this prediction holds true, then it's half-baked features again...thrown onto an environment which already suffers from severe stability issues far more than it benefits from adding new functions.
I think every feature they probably add will make this update less significant, compared to the bugfix-only-super-release which could have increased the usability, productivity and fun to work with those OS far more than any feature.
