I think there is definitely a problem with the 1gbs technology & whether that is down to the mhz it transmits at clashing with the line or what I'm not sure....
The only difference is that the powerlines in the US may well be at a different frequency to UK? (but remember I have got the 85mbs working so I would hope that those Netgear 500mbs would be the same).)
Yea, share a public IP address would result in 2 devices distributing dhcp & would be why it would have self assigned the IP.
I certainly now have my eye on those Netgears (dependent on what Solwise come back with), & for note Devolo phoned me but the person there did not understand the tecnology & could not answer any questions re wifi!!!!)

Well, I'm now a hop across the pond from the UK, and guess what I found?
The very same powerline adapters on a UK website, that I have at home, and work perfectly for me. Well, actually the UK ones are better, faster speeds:

Andy, one more thing-when I arrived here last night, I set up a Wireles network for my Sister with a new AEBS, and got that same dang 169.254.XXX
I.P. Address. I reset the device to default, tried again, and got a "Double Nat." She was not sure of her type of DSL/cable service. After much (jet-lagged)brain scrambling, I changed the settings from "share a public IP address", to "bridge mode",(nothing else made sense with that 'double NAT'), and got the desired result,network functional. I think, when there is a conflict like that, the self-assigning '169.254.XXX' can result. Just a thought, with your particular probelm, but not sure.
