(a) Last-minute bug was found, holding back further updates; waiting on resolution
(b) Releases are staggered by quantity of requests (e.g., First 1k every 20 min or so)

Option (a) would annoy so many people that installed the GM yesterday.

BTW, that's why I didn't install the GM. I figured I could wait a day to be 100% sure I get the actual release version.

I like to imagine a sea of geeks are standing at different workstations in a massive mission control room at apple HQ, all giving hand signals to each other to queue to the software release, like something from Apollo 13. I'm sure it's much less exciting.

That was annoying. On my ipad pro 11" gave the option to download 14. Started the download and then got "download failed" message. Now it's back to "iPadOS 13.7 Your software is up to date."

EDIT might have said "download error" - dont really recall.
