what do you do with the file?

you go to itunes and hold option(mac) or shift(windows) and use the ipcc file to enable tether and mms options

no that file is the 8.2 pre release if you installed it without uninstalling the itunes you had then it wont replace the files. what i did was uninstall the itunes i had then reset the computer and installed this itunes and then i was able to see ipcc files. Honestly!
