I dont see any difference in this as compared with the beta 4 release notes.
Likely some under the hood fix or tweak somewhere, perhaps a security related one, or maybe some installer/config type of change. Often enough could be something that doesn't really get called out specifically in the notes or one that would be really noticeable.

Does it mean it may have some fixes to the bugs reported on the bug portal.

It's possible. It can depend on what bugs those would be--could be a bug that someone reported, but not necessarily anyone here, for example. Or could be some internal bug fix or some other change (either security related or just even less "exciting" and just something tweaked in the installer or some configuration settings).

Perhaps true. Otherwise why would people here be so eagerly waiting for the betas.
Or is their eagerness just a juvenile fancy.
 
OT, but the Twitter app got a nice update allowing you to clear the storage cache in-app. That would be a very nice feature for Apple to add to iOS 11. I hate having to delete an app in order to clear all the cruft the builds up from continuous use.
 
Is Safari (whether it be Safari.app, Safari View Controller, or WebKit) rendering issue fixed? Where it renders only half the page leaving the rest white/blank? To me, that is by far the most critical remaining bug.

This seems to be fixed for me.
 
iOS 10.3 is how the iPhone 7 is supposed to run out of the box. So smooth like butter!

Every few months I try the official Twitter app again to see if it's improved much, and I'm always disappointed. It's just so "busy" and clunky compared to Tweetbot, and performs nowhere near as well.

It's frustrating because Tweetbot is missing a few things, like polls. I wish Twitter would improve their app.
 
Pics from the Camera Roll do not show the actual image as a preview in iMessages but they send correctly

I'm not sure how long this has been a bug for but when cropping an image in Photos, sometimes after hitting "Done" the picture will be blurred or lose its original quality. Anyone else had this?

Would be nice if more apps would at least add that option for themselves, like Twitter did, in particular apps that tend to store a good amount of data (which are often similar ones to Twitter, like Facebook, Pinterest, etc.)
