I sure hope you weren't "SAD."
the idea that there was ever a “techincal” reason is perpetuated by the lying mainstream apple media.

so glad it’s back, maybe they’ll even reintroduce it as a “new feature”

There's now a toggle to manually turn off the Wi-Fi on the  Watch and force cellular in absence of bluetooth. It also displays the name of the Wi-Fi network!

I wonder what sort of technical constraint would have caused the need to remove it.?
Going with.. iPhone X for the answer. With the way the gestures were implemented it is possible the coding between previous devices and X with 3D Touch was difficult. I say this because if you've seen IOS 11.1 beta 1 glitch out in certain ways, it has the interface of X built into it. The problem is, once the 3D Touch stopped glitching out.. you were left with the technical graphic issues. A hard reset fixed this problem, but it was pretty easy to mess with. Haven't had time to play with Beta 2 yet.. but I bet those issues have been ironed out which is why 3d Touch Switcher made it's return.

Now all they need to do is fixing quick reply and iOS 11 will be perfect for me. Currently iOS cancels out the quick reply dialog when you swipe on the keyboard/screen. This wasn't normal behaviour pre-iOS 11. Often I type a bit too fast and iOS registers it as a swipe and it cancels out the quick reply dialog. Sometimes I even accidentally open a notification from an app because the keyboard would disappear and thus my reply as well. I can't even use the swipe gesture on the keyboard menu anymore due to it.

so will 11.1.n fix the 7+ brick mode many of us experience? not interested in the loyal base anymore Timmy??

I bet this is something Apple has been working on. Cross device gesture issues are very much alive in IOS 11 due to iPhone X coming and the removal of the home button. You'll see some changes on many things come Beta 11.2... they need to get X out and running first. But then again I thought the same with this switcher and here it is.. so maybe they are working faster then I originally thought.

Thanks for sharing. That'll be a nice option to have in control centre, but I really wish we could order the icons in that list.

I never used this on my 7 Plus because it was too far of a reach with my right thumb to be comfortable. But I can definitely see using it on the X since it's not as wide, plus it may prove smoother than swiping up and stopping to enter multitasking.
