Not entirely.

- There is a grace period for the roll-back to a previous release.
- A notification on the badge as the OP you quoted, does not mean it's a meaningless stat.
- There is no "forced adoption", you can set your phone up to update or not.
- An individual does have a choice especially after ios 13.6.
I’m on 13.6, the badge and nagging is still there despite turning all of that rubbish off.

I wasn't saying that it was but it certainly wasn't tested well.

I was just commenting that so many people were always eager to update, even though they weren't ready for the consequences--before public beta versions were available.
