I had this, and also can't scroll in folders. Did a hard reset, and the home screen scroll works, but still not the folder. have to swipe on the dots to get to other pages in the folders.Anyone else lose the ability to swipe between home screens?
I didn't see this in this thread but Apple has apparently confirmed that Live Activities will come with 16.1.

At this time, I am not sure. It is hard to say whether it is a local bug with beta 1, or a remote server issue. If it is in fact a remote issue, Apple should be able to clear it up in time. If it is a local bug, there can still be a chance that it will actually work when the new beta 2 is released, just too hard to tell right now. That is dependent specifically on why the error is appearing. I am hoping it is just a placemarker where it would normally tell you that it is up to date.So if it’s a bug on beta 1 how will we get to beta 2?!?
