Same here. I saw it in iOS 16.0.3 once or twice, but then it stopped and haven’t appeared any more.
I restarted all devices this morning as I always do the day after a software update. No password requested. All fixed here on my 14PM since 16.0.3.

The Apple ID pop up hasn't shown itself since 16.1, but like others have said it has a way of coming back. I still seem to have the phantom voicemail notification on start up. I fixed it after IOS 16 update, so hopefully can do the same again.

I think Apple need to pay their software engineers more money. I'm sure they can afford it based on the cost of their phones, and maybe we can actually get some decent updates without bugs.
