My fingers are still crossed. If not today. Tomorrow it is. Not losing hope just yet.
I'm on the RC on a 13 Pro Max and it prompted me for a 216 MB download, so likely an updated build. (This is after getting off the beta train with the RC, BTW.)

Spoke too soon! Happy iOS 16.4 Public Release day!! 😚
At least on my iPhone 14 Pro there is an update from RC, 1 build higher, ends in 47.
New build number by 1.
New build, which was expected given the hangs and crashes of the RC when opening apps for the first time.
Interesting, when I turned off the beta updates I received a new update for 16.4 which is 238.1 mb.

Today's iOS Public Release also proves that RC and Final Public release are not always the same. We received a different Build today. 20E246 > 20E247
Once our excitement wears out, rest assured it won't last long, we will start speculating on 16.5 Beta
However, only for iOS.
iPadOS and watchOS builds are the same on RC and final.

Since they didn't send the final version of 16.4 OTA to devices with dev or pub beta enabled I'm guessing this will be coming in the next few days.
I rather they start iOS 16.5/ MacOS 13.4 beta 1 over just a WWDC announcement with a cute AR animation.
The truth is that I expected a different compilation for watchos and not for ios. In the RC/final version of watchtos 9.4, if I want to remove several apps when they are in tile view, it won't let me. It deletes an app and it exits deletion mode so to speak. In list view this does not happen, where I can delete several apps in a row and I am the one who exits the deletion mode by pressing the crown. Not to mention that in both editions, every time I click on an app to delete it, it sounds like an SMS has arrived. I have restored twice and the problem persists, so it is a system issue.
