Theory, we won't see it today, and maybe not until the 19th. Why? The past few GM releases sparked massive leaks as the GM copy does not require a Dev account to install it. Maybe they are trying to mitigate this?

In fairness to us developers, it would be nice to get the SDK now with support for the larger screen and start getting our apps in order.

I guess we'll see which is a priority at apple.
Seems unlikely. The betas also don't require a dev account. And who would worry about leaks? The features are announced, and it's only geeks that would install the GM a week early.

Yes, but that's totally not an acceptable way of doing it. Maybe it'll be incorporated into iBooks, but I don't like what they've done with podcasts. Why shouldn't I have mixed playlists?

The GM is the final version, and the final version is free of charge, so why should Apple care if people load the GM or the public release?
 
It says that the GM builds are being released today and to download it now because iOS 6 is "almost here" so get ready.
 
It wasn't for the iOS 5 GM. I'm thinking this one won't be either due to it being almost the "official" build so we would have to apply it via iTunes to get out of the beta cycle.

Could you update iOS 4 to iOS 5 OTA anyways if you didn't have a developer account? I thought iOS 5 was what enabled the OTA updates, so the first one would have been 5.0.1?
