Like I said, I'm sure they did have it before where ota released with ipsw on dev site a day or 2 later, either last year or year before.

OTA update has nothing to do with dev site.
And, again, it might have something to do with it if the beta was originally planned to be released today--and we simply don't know if that's the case or not.Of course it does. What happens if somebody tries to update OTA and gets stuck? Plus, a lot of devs do fresh installs with every beta so they would need the actual file. I doubt Apple would pull the trigger on the OTA updates without devs having full access to the dev center to check release notes, etc. Remember the beta is intended for app testing so devs will check some things before installing.

This has been mentioned multiple times since b1. Although, can someone check if the stopwatch time is also displayed on the lockscreen or is it just the timer?

Hope is not lost pretty much any time on any day really. It will come out when it will come out.A post on a thread in the iOS 7 forums did say that past betas have been rolled out at 7PM EST. So all hope is not lost yet! Considering OS X 10.9 DP4 came out earlier.

I hope we get a new beta tomorrow. I'm hoping Apple can get the dev center back up tomorrow.
The lightning bolt in iOS 7 is now outside to the right of the battery. In Beta 2 when the iPhone is being charged the lightning bolt would pulsate to let you know it's charging and when it's fully charged it would just illuminate and not pulse anymore. In Beta 3 the lighting bolt doesn't pulsate at all. It is illuminated while the iPhone is being charged but there is no way to check to see if the battery is fully charged other than having the percentage indicator on. And then that's not accurate because the iPhone can say 100% but at the same time it's still not fully charged.
The percentage tells you that as well as the picture of how full the battery is what color it is. I'm not saying that the whole logic behind the lightning icon and all that wasn't nice and shouldn't be there, but for the most part these other things tell you if you are charged or not.This is one of the few things that is kind of irritating - not knowing if I have a full charge or not. I liked how it worked in the latest version of iOS 6, I understand the decision to minimize this in regards to the new design direction, but knowing if you have a full charge, decent charge or an almost dead phone is kind of a need-to-know thing. Plenty of time to fix it.
Same email that developers have been getting since the weekend. Nothing new so far beyond Apple still working on getting it all back up and running.Did you get an email from Apple earlier today about the Developer site? I got one saying that it should be back up soon.
