fresh install fixed the battery issues, bluetooth, lte, and wifi on, background app refresh off

That's good to hear!
If you disable some of the system services and the location services for the weather application, I think you battery will be way better.

Plus Reduce Motion ON

Later I am going to do all the recommendations of the developer who had a really nice recipe for improving battery life and compare. Thanks folks.

I did a clean install on my iPhone 5 and only disabling location services/system services and reduce motion, etc.
We'll see if I need to log out of facebook, twitter, etc.

Battery life was really solid for me in b3 but not so much in b4. Tried my usual resets but not worth doing the fresh install or signing in and out of all these services mentioned in the op. You guys must have more time on your hands than me ;)
So I'm just gonna live with it for now and just do a fresh install when the GM comes out.

Better than yesterday but still not good.

After a software update the battery indicator has been reset. Try charging it fully and then let it drain completely once. You'll notice that the battery will drop to 1% faster than normal, but is then able to operate for quite a long time. After that charge it normally and you will see that the indicator is much more precise.
This trick always work for me.

The problem isn't how precise the battery indicator is but what's the total usage until the battery dies. Improving the battery indicator won't help improve the battery in anyway, it'll only recalibrate it.
